fix(secure-input): remind on app switch and focus change, sampled after settle

The warning toast auto-hides after 5s but the monitor deduplicated on the

last delivered presentation, so a holder that stays active in the

background was announced once and then silently blocked typing.

• SecureInputMonitor.evaluate(remind:) re-shows the warning while Secure

Input is still active; it never shows while inactive.

• App switches and real focus changes (signatureChanged) remind through

remindAfterSettle(), 250ms later, coalesced so a burst shows one toast:

measured with an NSSecureTextField holder, Secure Input was still on at

every didActivateApplication notification and off 50ms later, so the

old synchronous sample was stale in both directions. A pending reminder

is sticky until a current delivery consumes it, so a keystroke

evaluation that supersedes it cannot swallow it.

• XKeyIM marked-text mode has no TapEventSource, so IMKit activation now

schedules the same reminder.

• Skip the delivery hop when Secure Input is off, was off, and nothing is

shown or pending to hide; generations stay untouched so an in-flight

hide is not made stale.

• XKeyIMController evaluates Secure Input once per keystroke, before the

armed return (IMKit is the armed mode's only per-keystroke signal while

Secure Input blinds the tap); drained pending events re-evaluate.

• Bump build number to 20261002.
